I. Introduction
The African Telecommunications Union (ATU) is a specialized institution of the African Union, established on December 7, 1977, to promote ICT development in Africa. ATU, with 52 Member States and 49 active Associate Members, aims to achieve universal access and full inter-country connectivity. The mission of ATU is to accelerate the development of telecommunications/ICTs in Africa in order to achieve an inclusive information society and strong digital economies for social, economic, and environmentally sustainable development in Africa. The Union’s core values are integrity, transparency, accountability, innovation, and knowledge sharing. ATU seeks qualified experts for the position of Assistant Coordinator – Radiocommunication.

4. Main functionsAssist in the strategic and day-to-day coordination of ATU’s radiocommunications functions.
 

 

 

 

 

 

5. Main

duties/roles

/responsibilities

1)     Implement and assist in the execution of strategic and annual plans for the radiocommunications department, including evaluation and reporting on these activities.

2)     Prepare for, run, and provide counsel for radiocommunications meetings (task group, working group, ATU preparatory meetings for WRCs, radiocommunications caucuses, etc.).

3)     Offer procedural and technical advice to relevant ATU personnel and entities, including meeting chairs and bureaus.

4)     Represent and advocate for the official positions and interests of the ATU in various forums.

5)     Schedule appointments, maintain calendars, coordinate meeting/event arrangements, respond to emails, prepare correspondences, reports, presentations, and manage databases and filing systems.

6)     Undertake research activities, including preparation, circulation, analysis of responses, and drafting reports, as well as assist with special projects as needed.

 

7)     Adhere to all ATU policies, rules, and procedures, and carry out any other duties that support the achievement of ATU’s mandate and objectives as directed by the Coordinator – Radiocommunications and/or the ATU Secretary General or other competent ATU authority.

1.      Functional Competencies: Analysis, judgment, communication, innovation, networking, planning, and management.

2.      Technical Competencies: Knowledge of ATU activities, ICT policy development, teamwork, and effective output delivery.

 

 

 

 

 

7. Education requirements, relevant experience

1.      Education

The minimum academic qualifications are:

·        Bachelor’s degree in telecommunications engineering.

·        Master’s   degree   in   engineering,   Economics,   Business, strategy, law or international relations.

2.      Experience

The suitable candidate should fulfill the following:

·        Minimum of eight years of experience, including three years in a supervisory role, with a strong understanding of telecommunications/ICT in an international context.

·        Experience in providing support to senior management on a wide range of telecommunications/ICT issues and policies is appreciated.

·        Good knowledge of AU, ATU and ITU work including African and global ICT organizations would be an added

advantage.

 

 

 

8. Key      skills     / abilities

The minimum skills and abilities are:

1.      Knowledge   of   ATU/ITU    operations   and   African   ICT organizations.

2.      Current   with   radio   communications/spectrum    and   ICT developments.

3.      Self-driven,    excellent    communication,    research    skills, proficient in office software.

4.      Ability to travel and work flexibly (i.e. outside of usual work hours).

 

9.    Language

Proficiency of one of the two working languages of the Union (English, French). Fluency in both languages will be an added advantage.
10. Tenure of employmentThe appointment will be on a regular three-year term contract, with the first twelve months considered probationary. Upon satisfactory

 

performance, the contract may be renewed for an additional term or made permanent after the three years.

Total annual salary includes a basic salary, cost of living allowance,

housing allowance, and dependent children’s education allowance, as per ATU staff Rules and Regulations.
