1.0 Introduction

Established in 1977, African Telecommunications Union (ATU) is a specialized institution of the African Union, in the field of telecommunications. ATU provides a forum for stakeholders involved in ICT to formulate effective policies and strategies aimed at improving access to information infrastructure and services. ATU membership constitutes of 52 Member States and a cross-section of the Associate Members from the world’s largest manufacturers and telecoms carriers to small, innovative players working with new and emerging technologies, along with leading R&D institutions and academia.

2.0 ATU Leadership :The General Secretariat of the ATU is headed by a Secretary General elected by the Conference of Plenipotentiaries for a four-year term in conformity with the provisions of Article 11 of the Constitution of the Union.
3.0 Term of office:The term of office of the current Secretary General of the Union will soon come to an end and the election of the new Secretary General shall be done during the forthcoming Conference of Plenipotentiaries of the ATU due to be held in Abuja, Nigeria in July 2026.
4. Job Title:Secretary General
5. Purpose of the Job:Provide leadership and direction for the proper functioning of the General Secretariat within guidelines set up by the Conference of Plenipotentiaries and the Administrative Council in order to ensure effective utilization of the Unions’ resources. Proactively explore opportunities for maximizing synergies among Member States and Associate Members, and strengthen and expand programs for collaboration among key stakeholder groups.

 

6. Duties and Responsibilities: As per Article 3 Clause 5 of the ATU Convention, the Secretary General shall:
3.1Formulate a draft four-year strategic plan of activities for the Union and the corresponding programme budget to be submitted to Council before tabling at the Conference of Plenipotentiaries for endorsement.
3.2Responsible for the overall management of the Union’s resources.
3.3Coordinate the activities of the General Secretariat.
3.4Coordinate the implementation of the strategic plan adopted by the Conference and report to Council accordingly.
3.5Supervise the application of any decision or ruling adopted by Council.
3.6Draw up a draft annual programme of activities and associated budget to be submitted to Council for approval.
3.7Coordinate the work of the various Organs of the Union and provide them with secretariat support.
3.8Prepare and present to Council for scrutiny an annual financial report as well as consolidated and audited financial report for consideration and approval.
3.9Prepare and present to the Council the annual report of the Union’s activities and circulate this report to the Member States once it has been approved by Council.
3.10Submit to Council an annual report highlighting developments in the telecommunications sector and put forward proposals regarding the future policy and strategy of the Union.
3.11Periodically publish an information newsletter and general documentation relating to the telecommunications sector.
3.12Facilitate the appointment of staff members of the Secretariat, while mindful of maintaining an equitable geographic balance amongst the sub-regions of Africa.
3.13Manage the Union’s personnel resources so that they are efficiently and effectively used.
3.14Provide legal opinion to the Union.
3.15Represent the Union in all fora as appropriate, in accordance with Article 11 of the Constitution.

7. Key Competencies

7.1:Have an advanced degree (Masters) in ICTs, Engineering, Economics, Law or their equivalents with specialization in telecommunications from recognized Universities.

7.2:

Additional qualifications in telecommunications policy and regulatory management.
7.3:Demonstrated recent working experience of at least 10 years at Senior Executive / Management level of a telecommunications service provider, or regulatory agency or at Ministry of Communications (Posts / Telecoms / Broadcasting / IT).
7.4:Must have thorough knowledge and experience of strategic management; ICT standards and treaty-making; network infrastructure deployment; project management, intellectual property management, resource mobilization and fundraising initiatives and development financing arrangements.
7.5:

Must possess negotiation skills on international telecommunications issues and/or members states relations; skills in design of ICT application programs and project; techniques in developing multi-disciplinary team structures, and skills in monitoring and evaluation techniques.

7.6:Must have initiative and drive, have a high sense of corporate governance, integrity, transparency and accountability, with a customer focused approach to issues and excellence in service delivery.
7.7:Must be competent in one of the working languages of the Union. The working languages of the Union are Arabic, English and French.
